The National Hurricane Center is continuing to monitor the area in and around Florida where a system could form later this week.
While the odds for development are low, forecasters say extra moisture from the Gulf of Mexico will likely lead to high rainfall totals this week and through the Fourth of July weekend.
Over the next seven days, up to 8 inches of rain is possible in portions of Tampa Bay, according to the National Weather Service.
Rain chances are high throughout the week, but around Thursday and through the weekend, rain chances hover around 60% to 80%, said Rick Davis, a meteorologist for Tampa Bay’s weather service.
A frontal system is expected to dip into the northern Gulf of Mexico this week. The system is likely to stall and weaken off the southeast U.S. coast, according to a Monday update from the National Hurricane Center.
From it, an area of low pressure could form over Florida or the eastern Gulf of Mexico by the weekend. Forecasters said there is a 20% chance the system could further develop over the next week.
“Right now, what we’re expecting is a lot of Gulf moisture to come up from the eastern Gulf and to produce very high rain chances,” Davis said.
Most models show the system as a weak area of low pressure, Davis said. But just how much rain Tampa Bay will see depends where the system sets up and how long it hangs out.
“If it moves off to the east coast, we’ll have a lot less rain,” Davis said. “If it stays in to the northern Gulf, we’ll have more rain.”
Davis said beginning around Thursday, Tampa Bay could see multiple rounds of showers and thunderstorms throughout the day that could lead to flooding in urban areas.
“We had a very dry winter and early spring, we need the rain. ... But all this rain at once could have some localized flooding problems,” Davis said.
The storms are likely to coincide with Fourth of July festivities. Davis warned residents to be cautious of thunderstorms that can produce dangerous lightning and up to 50-mph winds.

Meanwhile, Tropical Depression Two strengthened into Tropical Storm Barry off the eastern coast of Mexico.
As of 5 p.m., Barry was about 35 miles east-northeast of Tuxpan, Mexico, moving northwest at 9 mph with maximum sustained winds of 45 mph. It was expected to bring 3 to 6 inches of rain to northeastern Mexico, with some areas seeing up to 10 inches.
“This rainfall may produce life-threatening flooding and mudslides, especially in areas of steep terrain,” forecasters wrote.
The storm was expected to rapidly weaken after moving inland Sunday night.
In the Pacific, Tropical Storm Flossie formed off Mexico’s southwest coast. It was located about 235 miles south of Acapulco on Sunday afternoon, moving west-northwest at 8 mph with maximum sustained winds of 40 mph.
Flossie was expected to become a hurricane late Monday or Tuesday but remained in open waters just west of Mexico.
The first named storm of the Atlantic hurricane season, Andrea, formed on Tuesday and was no threat to land.
The National Oceanic and Atmospheric Administration calls for an above-normal hurricane season, with 13 to 19 named storms. Of those, six to 10 could become hurricanes and three to five could ramp up into major hurricane strength of Category 3 or higher.
Hurricane season runs through Nov. 30.
