Background
Nammo Defense Systems operates a munitions manufacturing facility in Mesa, Arizona. The facility began manufacturing in the 1960s as Talley Industries Inc. (aka Talley Defense Systems) and the Nammo Group purchased the business in 2007.
Previous manufacturing caused groundwater contamination of perchlorate and other substances. Perchlorate is both a naturally occurring and manmade substance that is harmful to human health. Perchlorate is an ingredient in rocket fuel, munitions, and explosives. Currently, contamination from this site does not impact public drinking water.
The facility began environmental study and cleanup efforts in the 1990s. In February 2021, Nammo signed an Administrative Order on Consent (“Order”) with EPA. In the Order, Nammo agreed to cleanup contamination caused by perchlorate and other substances. EPA’s role is to administer the Order and oversee the environmental study and cleanup that Nammo performs.
Current Cleanup Work
Nammo currently operates interim groundwater cleanup. The facility pumps groundwater from the ground and removes contaminants. Under the Order, Nammo must continue the current groundwater treatment. Nammo must also conduct a detailed environmental study of the entire facility. EPA will decide what additional cleanup the facility needs based on the results of that study.
Coordination Efforts
The Arizona Department of Environmental Quality (ADEQ) is the State of Arizona’s environmental agency. Nammo elected to participate in ADEQ’s Voluntary Remediation Program in 2019. The ADEQ oversees Nammo’s study and cleanup of groundwater on the southern side of the facility (former Plant 3 area). Please contact the ADEQ for more information on the Plant 3 investigation. EPA oversees environmental study and cleanup for the rest of the site.
The Salt River Pima Maricopa Indian Community is a federally recognized Tribe with land located next to the Nammo facility. EPA coordinates with the SRPMIC on the study and cleanup. EPA oversees the Order and coordinates the study and cleanup among all the parties.
Future Work
EPA is currently reviewing Nammo’s proposed plans for investigation. The plans cover the study of soil and groundwater. Nammo will complete the environmental study after EPA review. EPA will use the results to decide what Nammo must do to finish the cleanup. EPA will provide the public opportunities for input before deciding the final cleanup actions. EPA will update this website when public input opportunities are available.

Apex Power Conversion, a solar and storage company, announced on May 19 the ribbon cutting of its U.S. headquarters and manufacturing facility in Mesa, Arizona in conjunction with the American Clean Power Association’s CLEANPOWER 2025 Expo at Phoenix Convention Center.
This 206,000 square-foot facility, currently used for customer engagement and product training, will be expanded for advanced multi-megawatt power conversion manufacturing for integrating renewables and energy storage with the grid. The first full units are expected to be manufactured in the first quarter of 2026.
“At Apex Power, we are relentless in pursuing our mission to develop and manufacture the most advanced power conversion systems — technologies that directly enable the integration of renewable energy and storage onto our power grids. It is a humbling honor to launch Apex Power’s headquarters and manufacturing operations in my family’s hometown of Mesa, AZ,” said Apex Power Conversion President & Co-Founder Jacob Marshall. “Apex’s culture is grounded in our purpose and our partnerships, and we look forward to showing the world exactly what we are capable of.”
Apex Power will initially employ up to 300 people, with plans to employ up to 700 by 2029. The company is investing over $60 million into the facility.

PHOENIX — Windy conditions have brought a haze of dust across the Valley on Tuesday and the region's air quality appears to be suffering.
According to the Maricopa County Air Quality Map, several parts of the Valley had an air quality level listed in the "very unhealthy" or "unhealthy" range due to the amount of pollutants. Some parts of Cave Creek, Phoenix and Mesa registered a "good" air quality.
Pollutant levels under 100 are generally considered to be acceptable air quality levels, according to the county. Values over 200 denote unhealthy conditions for all members of the public.
As of 1 p.m., an updated version of the map showed that most of the Valley was now registered as being "unhealthy for sensitive groups."
The Arizona Department of Environmental Quality has issued a "high pollution advisory" for July 1 and July 2, meaning local residents are advised to avoid wood burning in stoves, fireplaces and outdoor fire pits.

According to a federal complaint filed earlier this month, Jonathan Lane Sanders, 32, faces multiple counts of knowingly receiving child pornography, coercion and enticement of a minor, and transferring obscene matter to a minor.
Court records stated that Sanders spoke with several children on Discord, including one girl identified as a 15-year-old from Connecticut. Three other teen girls were all sent Sanders images of themselves and they looked like underage girls, the paperwork said.
In those conversations, Sanders told some of the girls that he was a dentist who lived in Arizona, and he reportedly sent lewd images of himself to at least 19 users on the app, including at least seven who had stated they were between 13 to 15 years old, court documents said.
Federal prosecutors say the investigation started in October 2024 after the mother of the girl from Connecticut reported finding “indecent” material on her computer. Detectives then searched Sanders’ social media account, which revealed an overwhelming number of those being children and teens. As a result, authorities tipped off the FBI.
Investigators ultimately identified Sanders as the suspect after matching up his photo with the picture of a “Dr. Lane Sanders” at Caffall Dental Care in Mesa.
Court paperwork also detailed the conversations where Sanders would engage in sexual messages and exchange nude pictures with several girls, even when explicitly told they were under 18.
Charging documents state four alleged victims, but investigators say Sanders was chatting with at least 31 different accounts that are believed to be children.
Arizona’s Family reached out to Caffall Dental Care for comment, but the clinic did not answer any questions by phone on Thursday.

PHOENIX — Multiple Arizona residents are among the more than 300 people charged in a nationwide "takedown" of health care schemes.
The U.S. Department of Justice announced Monday that 324 people, including 96 doctors and other medical professionals, were facing charges as part of various investigations into health care fraud throughout the country.
Several of the defendants are Arizona residents accused of taking advantage of Medicare or Medicaid programs.
The defendants include 29-year-old Tyler Kontos of Mesa and 36-year-old Joel Kupetz of Scottsdale, who have been accused of targeting elderly Medicare patients to have "unnecessary and expensive allografts" applied, according to the U.S. Attorney's Office of Arizona.
The alleged scheme involved referring patients to Jorge Kinds, a nurse practitioner, who would allegedly receive up to $1,000 for each allograft that was applied. Prosecutors said up to $1 billion in false medical claims were submitted as part of the alleged fraud.
