Michelle Rivera was previously the city’s assistant city manager after being hired over 10 years ago. She was promoted this month and brings 30 years of experience in public service to her new position.
After Rivera graduated from Texas A&M University Master of City & Regional Planning, she began working for the city of Harlingen in 1994.
In addition to her service there, she has also worked for Mercedes as well prior to her employment by the city of McAllen.
“I found that city government and public service is my life’s calling,” said Rivera.
Officials have described her as possessing a business-minded approach with an emphasis on collaboration and innovation, fiscal responsibility, and community development.
“Her deep knowledge of development, her professionalism, and her unwavering dedication to the public good make her the ideal choice for Deputy City Manager,” said Mayor Javier Villalobos. “Her experience in economic development, fiscal management, and community building makes her an invaluable asset to the City of McAllen.”
She is said to equip results-driven strategies that have built her a legacy of transformative progress throughout South Texas.
In her new role, Rivera’s responsibilities will include overseeing development services as well as leading infrastructure, economic growth and community development-focused initiatives. In addition, she is tasked with maintaining fiscal responsibility.

While announcing her promotion, officials pointed toward an array of successes Rivera accomplished in her previous role.
She established McAllen’s first Tax Increment Reinvestment Zones (TIRZ), which supported the successful location of the Texas A&M University-McAllen campus and followed it with a second TIRZ for strategically placed drainage infrastructure.
Speaking of infrastructure, Rivera also spearheaded a $25 million bond program to address traffic and drainage improvements. Additionally, she oversaw more than 100 bond-funded construction projects, including the $45 million McAllen Performing Arts Center.
Additionally, utilizing her results-driven leadership skills, she piloted the creation of McAllen’s first One Stop Shop Development Center.
“Our business development in the community is so important that it always has to be a priority,” said Rivera.
Finally, officials also credited her for implementing the Mayor’s Youth Advisory Council curriculum and playing a critical role in budget development and management across a $600 million budget portfolio.
This year, she received the Texas City Manager’s Association (TCMA) Assistant of the Year and serves as Region-10 Representative for TCMA and with various ministry teams at Palm Valley Church.
She says one of the projects she’s excited about is a partnership between the city and Palm Valley Animal Society regarding animal care. Additionally, she emphasized that drainage projects are one of her top priorities.
Outside of her professional career, Riviera is an avid James Patterson reader, enjoys competitive running, participates in a 5K every month and was recently appointed to her church’s child bereavement board.
Personally, Rivera explained how important it is to her to take the time to listen to her community members, and identify their key issues to address them properly, instead of assuming she already knows what’s best.
“It is critical to first listen to what the problem is,” said Rivera.
She has expressed deep pride in serving the city, and gratitude for having the chance to continue giving back to her community.

Fans of saucy wings and chicken “fingerz” rejoice, because Zaxby’s, the Atlanta-based franchise restaurant chain that promises a side of Southern hospitality with its signature sauces, is expanding into South Texas.
The company is currently in the process of constructing a new location in McAllen in the Rio Grande Valley, next door to a Walmart Supercenter at 4012 N. 29th St. Company officials expect the restaurant to open on July 7. Construction of the nearly 3,000-square-foot building began earlier this spring and is expected to be completed by the end of June, according to Texas Department of Licensing and Regulation records.
The build is coming at a cost of nearly $1 million, TDLR records show.
Although the McAllen location will be the company’s first restaurant in the Valley, it is not the first Zaxby’s to open in Texas. Almost three years ago to the day, Zaxby’s opened a restaurant in the Alamo City at 11903 Alamo Ranch Parkway in San Antonio. That location was the company’s 11th in Texas. Other Texas locations include Buda, Cibolo, Cedar Park, College Station, Killeen, New Braunfels, Pflugerville, Round Rock, San Marcos and Temple, and three total locations in San Antonio.

Zaxby’s serves up a variety of flavorful fried chicken dishes but is perhaps best known for its wings and chicken strips, which it refers to as “chicken fingerz.” Diners can pair the quick casual fare with a dozen signature sauces, which the company calls the “not-so-secret sauce” to its success.
Sauce flavors include Zax and Spicy Zax sauce, and traditional flavors like Buffalo, BBQ, Teriyaki and Ranch. But it also includes more esoteric offerings, like “Tongue Torch Sauce” made with peppers, garlic and mustard seed, Wimpy Sauce, Nuclear Sauce and Hot Honey Mustard Sauce.

Powerful thunderstorms moved through deep South Texas, knocking out power to tens of thousands, downing trees and damaging homes just as the sun was setting on Thursday, June 12.
Early Thursday morning, forecasters had called for isolated showers and thunderstorms to move through the Rio Grande Valley, with the greatest threat being dangerous heat that would make outdoor temperatures feel like they were in the low 100s. Instead, as sunset approached, an eerie yellow glow tinged the sky just as wind-whipped rainfall pummeled a region still recovering and apprehensive after deadly storms in March.
The rain fell fast and hard, according to meteorologists with the National Weather Service, similar to the surprisingly strong thunderstorms that rolled through the San Antonio region early Thursday morning.
As much as 3 inches fell over the McAllen metro area in Hidalgo County, which includes the county’s most populous cities of McAllen, Edinburg, Mission and Pharr. It wasn’t long before the fast-falling rain caused minor flash flooding that forced the closure of several surface streets. Meanwhile, intense thunder and lightning shook the area, and winds of 60 mph or higher knocked down power poles, according to NWS-Brownsville meteorologist Barry Goldsmith.

Just as the sun set, the lights flickered out for thousands of residents across the state’s six southernmost counties, with the worst outages in Hidalgo County. At the height of the power outages, more than 50,000 customers were without electricity, according to outage maps from the region’s two largest electricity providers, AEP Texas and Magic Valley Electric Cooperative. As of Friday morning, nearly 9,000 customers remained without power.
Goldsmith said NWS-Brownsville crews were fanning out across the region to assess the damage and to determine if any spots saw damaging winds in excess of 60 mph.
“We know that there’s been power poles down, tree limbs down. There was at least one trailer that was blown over,” Goldsmith said, adding that, while high winds may frequently knock down power lines, it takes exceptionally stronger winds to tumble the well-anchored utility poles that typically hold them aloft.
Local ABC affiliate KRGV-TV reported that its weather team was also investigating reports that a tornado may have struck Monte Alto, a rural community in eastern Hidalgo County.
