Joined by members of the Rollins family, the Arlington Parks and Recreation Department celebrated the start of construction on the future Al Rollins Park on Saturday, June 28, 2025.
The 2.4-acre park next to the Southwest Branch Library honors Al Rollins, who served the City of Arlington in several key roles—including City Engineer, Director of Public Works, Director of Utilities, and City Manager—from 1956 to 1967. After leaving city service, he co-founded Schrickel, Rollins and Associates, a civil engineering and landscape architecture firm that has left a lasting mark on public spaces throughout Arlington and beyond. Rollins remained engaged with the firm, now Parkhill, as chairman emeritus until its 2018 merger.
“Naming this park in honor of Al Rollins is especially meaningful given his unique legacy in both public service and the private sector,” Parks Director James Orloski said. “He helped shape Arlington’s infrastructure as a city leader and continued to influence our community and beyond through decades of design and consulting work. It’s a fitting tribute that bridges his past impact and our future vision.”

"Its location next to the Arlington Southwest Library Branch creates exciting opportunities for cross-departmental programming that blends recreation and education. The project arrives at a time of growth and recognition for Arlington’s parks system. Want to stay in the know about the Texas Department of Transportation's Southeast Connector Project and how construction activity may affect your commute? Each Friday, the City of Arlington will share the latest information about the$2.1 billion project, which will rebuild and widen approximately 16 miles of I-20 from Forest Hill Drive to Little Road, I-820 from I-20 to Brentwood Stair Road, and US 287 from Bishop Street to Sublett Road. This project is expected to be complete by 2027.
When complete, the Southeast Connector Project will tie in the east and southeast part of Tarrant County to the central part of the county while relieving congestion, increasing safety and improving efficiency for the entire Metroplex.

Please note: Speed limits are now reduced to 55 mph within the entire corridor.
Main Lanes
Eastbound I-20
Eastbound I-20 will be fully closed at Business 287 from 11 p.m. Friday, June 27 to 9 a.m. Saturday, June 28 for construction activities, weather permitting. All eastbound traffic will be detoured to the frontage road. Alternate routes are advised. Drivers should plan accordingly and add extra time to their commute. Drivers are reminded that the speed limit has been reduced to 55 mph throughout the Southeast Connector corridor.
I-820 Southbound
Southbound I-820 will be fully closed at SH 180/Lancaster Avenue from 9 p.m. Saturday, June 28 to 4 p.m. Sunday, June 29 for construction activities, weather permitting. Traffic will detour to the frontage road and be directed through a signed route. Northbound I-820 traffic will be reduced to one lane and SH 180/Lancaster Avenue over I-820 will also be closed during this time. Alternate routes are advised. Drivers should plan accordingly and add extra time to their commute.

In 2005, Arlington residents voted to approve the adoption of a senior tax freeze. That means for the past 20 years, the amount that Arlington homeowners ages 65 and up pay to the City on their annual property tax bill has been capped, even if the appraisal district increased their property assessment.
Why this matters: This savings, while beneficial for eligible Arlington homeowners, results in notably less property tax revenue for the City’s General Fund. The growing impact of the senior tax freeze, which removed $4.3 billion in taxable value from the City’s property tax base this year alone, is one of the challenges city leaders face as they work to balance a projected $25 million General Fund budget shortfall in Fiscal Year 2026. Other factors include the absorption of federal grants, slower property value growth overall, lower-than-expected sales tax receipts, and modified appraisal district processes.
How does the senior tax freeze affect the General Fund?
The General Fund, which is the largest fund in the City’s operating budget, supports core services including public safety, parks, libraries, and city administration. About three-fourths of the General Fund revenue comes from property and sales taxes.
The City is not removing the senior tax freeze. Unlike other tax relief measures the City Council approves annually, such as the 20% homestead exemption, the City cannot modify the voter-approved senior tax freeze. The budgetary impact of this specific tax relief is expected to continue growing as Arlington’s population ages. Currently, 14.3% of Arlington’s population is between the ages of 60 and 79.
As home values have increased and the population has aged over the past decade, Arlington has seen a 451% increase in the amount of assessed residential property tax value that is no longer taxable by the City because of the senior tax freeze.
What was $78 million in value removed from the rolls in FY15 now tops $4.3 billion in FY25. Removing that taxable value has real impacts to the General Fund. In FY15, the City did not collect $518,000 in residential property tax revenue that it could have if the senior tax freeze was not in place. Ten years later, that amount of lost revenue opportunity has risen to $3.5 million. To put that impact in context, $3.5 million is what it costs to pay the average salary and benefits for 26 patrol officers. It is also more than one-third of the Arlington Public Library’s annual budget.
The impact of the growing senior tax freeze, combined with other economic and situational challenges facing the City, will mean difficult decisions during the budgeting process. To make up for reduced revenues, the City Council is evaluating a lengthy list of proposed cost-savings measures and possible reductions in city services next fiscal year, which starts Oct. 1. What is AHAP, and how does it help first-time homebuyers?
Dr. Lewis: “For many people, coming up with the down payment is the biggest obstacle to homeownership. AHAP, the Arlington Homebuyer Assistance Program, can help buyers overcome that challenge with a $20,000 forgivable loan that covers both the down payment and closing costs. It’s designed to bridge the homeownership affordability gap and encourage people to put down roots in Arlington.”
How does AHAP work?
Dr. Lewis: “To be eligible for down payment assistance, a buyer’s household income must be at or below 80% of the area median income, which HUD updates annually based on family size. Right now (June 2025), that’s about $83,000 for a household of four, just to give you an idea.
You’ll also need to complete a HUD-certified homebuyer education course, which is essential for understanding the responsibilities of homeownership, and secure a first-tier mortgage from a participating lender. Housing Channel and the Hispanic Real Estate Brokers Association are community organizations that offer free homebuyer education.
Speaking of homebuyer education: I recommend that any first-time buyer—whether or not they’re using a down payment assistance program—take advantage of these courses. They’re a great way to learn about the homebuying process, how to build your credit score, how to work with a realtor, and so much more.”
Do homebuyers have to pay the assistance back?
Dr. Lewis: “The assistance is structured as a forgivable loan, which means if you live in the home for the entire forgiveness period (usually ten years) you won’t have to pay it back. If you sell the home before that time, you’d repay a prorated amount, from the money from your home sale, based on how long you owned the house. The idea is to promote long-term homeownership and stability in our neighborhoods.”
How does someone start the homebuyer assistance process?
Dr. Lewis: “The first step is to sign up for a HUD-certified homebuyer education class. As previously mentioned, we partner with organizations like Housing Channel and the Hispanic Real Estate Brokers Association to offer these classes at no cost to buyers. Once you’ve completed the course, you’ll receive a certificate that’s required to apply for AHAP.
By the way, it’s never too early to get started, even if you’re not sure that homeownership is right for you at this moment. Homeownership is a big life goal, and sometimes it takes a few years to be ready.”
The housing market is tough right now. Is homeownership still possible?
Dr. Lewis: “Homeownership is absolutely still possible, even in a challenging market, and even if you don’t have a high income. Knowledge and preparation are key. The more you understand the process, the better positioned you’ll be to make a successful offer on the right home for you and your family.
Even if you're not quite ready yet, whether it's due to a low credit score, limited income, or a high debt to income ratio, don't lose hope. Your goals are still within reach. The key is to start taking intentional steps today rather than waiting for the elusive ‘someday.’ With focus, discipline, and the right guidance, you can put yourself on the path to success and turn your financial aspirations into reality.
